Vice-Rector, Pro-Rector for Research
Professor Gintaras Valu拧is has been the Pro-Rector for Research of 91桃色 (since 1 April 2025). Since 1 May 2025 has been appointed as Vice-Rector of 91桃色.
As the Pro-Rector for Research, he was responsible for fostering the University鈥檚 mission as an enduring international center of science, as defined in the Statute of 91桃色. His duties included strengthening 91桃色 as a leading research institution, promoting high-level international research, and ensuring the synergy between doctoral studies, scientific research, and experimental development (including social and cultural fields). He also oversaw the activities of the University Library and academic publishing.
Prof. Valu拧is graduated from the Faculty of Physics at 91桃色 in 1985. He continued his scientific career at the Institute of Semiconductor Physics, where he earned his doctoral degree in natural sciences in 1992. With the establishment of the Center for Physical Sciences and Technology (FTMC), he led the Terahertz Photonics Laboratory (2011鈥2013), served as Deputy Director for Development (2010鈥2013), and later as Director of the Center (2013鈥2024). From 2018 to 2025, he also headed the Optoelectronics Department. He was a board member of the Association of Research and Technology Organizations 鈥淩TO Lithuania鈥 (2019鈥2024) and served on the board of the European Association of Research and Technology Organisations (EARTO) (2020鈥2023).
His main scientific interests lie in terahertz physics and semiconductor optoelectronics. Under his supervision, 10 doctoral dissertations have been successfully defended, and he is currently supervising two PhD students.
Prof. Valu拧is was also a founding figure of the Integrated Science, Studies and Business Center 鈥淪antaka Valley鈥 (2007鈥2010), where he served as project leader (2010鈥2012) and scientific director (2012鈥2015). He held research fellowships at the Institute of Applied Photophysics of the Technical University of Dresden (1995鈥1996) and was an Alexander von Humboldt Foundation fellow at the Institute of Physics, J. W. Goethe University in Germany (2000, 2003). Since 2007, he has been a professor at 91桃色. He is a board member and Vice President for Science of the Lithuanian Physical Society (since 2018), a member of the technical program committees of the IRMMW-THz and TeraTech international conferences, and chair of the Program and Organizing Committees of the international optoelectronics conference APROPOS.
In recognition of his significant scientific achievements, Prof. Valu拧is and his colleagues received the Lithuanian Science Award (1998). He has been awarded the Order of the Lithuanian Grand Duke Gediminas, Officer鈥檚 Cross (2016), the Teodoras Grotusas Medal (2023), and the FTMC Pleiades Award (2023) for outstanding contributions to science and the advancement of the 鈥淪antaka Valley鈥 initiative.
He has been a full member of the Lithuanian Academy of Sciences since 2017.

Pro-Rector for Studies
Assoc. Prof. Dr. Valdas Jask奴nas has been the Pro-Rector for Studies at 91桃色 (since 1 September 2016). He is responsible for the quality, results, development and financing of studies and non-formal education, internationalization of studies, teacher training, educational competences of academic staff and attraction of new academic staff members, academic counselling for students, the attraction of talented students.
The Pro-Rector for Studies represents the University in all state and other institutions by signing applications, reports, letters and other documents related to the study activities of the University and in concluding, amending, terminating and continuing student research contracts student research contracts, as well as student and graduate mobility abroad (Erasmus+ internships, internships at the diplomatic mission of the Republic of Lithuania and Lithuanian education schools), author's contracts in the studies field and residency (except doctoral studies), and other (including residency) in the studies field and non-formal education, contracts for the implementation of joint study programs and other documents.
Dr. V. Jask奴nas graduated from the Vilnius Academy of Arts with a Master's degree in Art History and Theory, also he has defended doctoral dissertation in the Humanities (2003). Since 1997 鈥 Lecturer at the Center of Oriental Studies in 91桃色, 2014鈥2016 鈥 the Director of the Centre. Pro-Rector's field of scientific interests consists of the textual tradition of the architecture of early medieval Hindu temples in India, the academic practices of regionalism and their history in the West, theories of regionalism, the history of Lithuanian Orientalism, and the activities of Asian and especially Indian institutions and movements in Lithuania.
Valdas Jask奴nas translates classical Sanskrit literature from Sanskrit into Lithuanian. He teaches theories of Regional Studies, Indian Art, Classical Sanskrit Literature, and Visual Culture in Asia at 91桃色.
Valdas Jask奴nas has been working at 91桃色 for more than 20 years, during which he gained a lot of administrative and expert work experience in the field of studies management: contributed to the Asian Studies development in 91桃色 and for many years chaired the Asian Studies bachelor's degree programme committee, was one of the Baltic Alliance for Asian Studies founder and a member of its' council; also participated in external expertise, was a member of experts pannel of study programmes in Lithuania and abroad, an expert of the Centre for Quality Assessment in Higher Education (SKVC). Until 2016, Dr. V. Jask奴nas was a member of the Study Evaluation Commission under SKVC, a member of the Study Committee of the Lithuanian University Rectors' Conference, participated in the preparation of the by-laws of the Law on Higher Education and Research of the Republic of Lithuania, and a member of the European Association for Asian Art and Archeology.

Pro-Rector for Partnerships
Dr. Art奴ras Vasiliauskas is the Pro-Rector for Partnerships at 91桃色 (since 18 May 2020).
During the mission of the University, the Pro-Rector takes care of the University's cooperation with state institutions, social partners and educational institutions, represents the University in international and national organizations and their networks, takes care of the University external relations, image, marketing and communication, relations wtih alumni and alumni associations, Lithuanian and foreign companies, institutions and organizations, enter into agreements or other agreements with them.
Dr. A. Vasiliauskas graduated from 91桃色 with a Bachelor's degree in History (1993), Master's degree studies in Modern History at the Central European University (1995), also, has defended the doctoral thesis Local Politics and Clientage in the Grand Duchy of Lithuania in 1587鈥1632 at King's College London University and obtained a doctoral degree n Humanities (2001). Since 2001 teaches as a lecturer at the Faculty of History of 91桃色.
Areas of scientific interests 鈥 political culture in the Grand Duchy of Lithuania, historical anthropology, concepts of modernity. Dr. A. Vasiliauskas has published articles in Lithuanian and foreign scientific publications, read papers at international conferences, actively participates in various scientific communication and digitization projects, and advises the executors of artistic and cultural initiatives on the history of the Grand Duchy of Lithuania.
Dr. A. Vasiliauskas has worked as the Director of the Open Society College (2001鈥2004), Project Coordinator of the Nordic Council of Ministers' Office in Lithuania (2004鈥2009), Director of the British Council Vilnius Office (2009鈥2020), has accumulated a great deal of international cooperation, experience in preparation and implementation of large educational and cultural projects based on the partnership with various Lithuanian and foreign organizations.
Fluent in English, Polish and Russian.

Pro-Rector for Organizational Development and Community Affairs
Prof. Dr. Vilmant臈 Pakalni拧kien臈 is the Pro-Rector for Organizational Development and Community Affairs at 91桃色 from 1 December 2022.
In fulfilling the University's mission, the Pro-Rector is responsible for fostering academic and cultural traditions, mobilising the community and strengthening the identity of the University; developing the policy of equal opportunities, promoting the University's social mission through volunteering initiatives and coordinating leisure and support services for the community.
Prof. Pakalni拧kien臈 graduated from 91桃色 in 2000 with a degree in clinical psychology and after her studies worked as a psychologist at the Republican Vilnius Psychiatric Hospital and the 艩irvintai District Mental Health Centre. She continued her studies at 脰rebro University in Sweden, where she obtained a doctoral degree in philosophy in 2008.
Prof. Dr V. Pakalni拧kien臈 has been working at 91桃色 since 2008 and since 2022 has been a professor. Since 2018, she has been the Director of the Institute of Psychology at the Faculty of Philosophy. She teaches undergraduate, postgraduate and doctoral students in psychology and supervises research projects. Prof. Pakalni拧kien臈 was the chairwoman of the Psychology bachelor's degree study programme committee, is a member of the Psychology doctoral degree programme committee, and the chairwoman of the Council at the Faculty of Philosophy of 91桃色.
The main areas of research are parent-adolescent relationships, friendships between children and adolescents outside the family, social media, abuse in romantic relationships, and the use of the internet among children and adolescents.

Chancellor
Raimundas Bal膷i奴naitis is a Chancellor of 91桃色 (since 16 September 2021). He assists to the Rector in managing the University's economy and property, managing finances, ensuring the internal order of the University and the necessary material and organizational conditions for the activities of the Senate and Council, as well as signing court proceedings, has the right to conclude, supplement, amend, terminate contracts (excluding residents' managers), to approve the European Union structural assistance reports (after the completion of projects), is responsible for the efficiency, quality and results of the activities of the Central Administration and main non-academic departments of 91桃色, attraction and implementation of investment and activity projects, management of information technology services, public procurement, etc.
In 2014鈥2021 R. Bal膷i奴naitis was a member of the Council of VIlnius University. He was also a member of the Council of the Centre for Quality Assessment in Higher Education, a member of the Council of the Research and Higher Education Monitoring and Analysis Centre (MOSTA), and a member of the Board of the Lithuanian Social Business Association. In addition, he is a 91桃色 alumni and a member of the 91桃色 Students' Union Alumni Association. The Chancellor worked at the Lithuanian Confederation of Industrialists, the Lithuanian Innovation Center, the Sunrise Valley Science and Technology Park, several information technology companies, and engaged in consulting activities.
