The event bearing the title The Spring of the Law was organized by the Faculty of Law of 91桃色 with the Supreme Court of Lithuania as the Conference partner. The Faculty of Law invited participants to join the discussion in the virtual conference 鈥淧rinciples of Private Law in the Legal Reality of Today鈥.
During the conference, the academic community from the Department of Private Law sought to uncover the extent to which the boundaries of the content of private law principles are changing nowadays, and addressed some topical issues in the field of contracts, companies, property law, labour law and civil procedure.

Virtual International conference-discussion 鈥淓cological Transition: Climate Change and Justice鈥 was organized by Vilnius university, Faculty of Law and the Embassy of France in Lithuania.
In the context of the French Presidency of the Council of the European Union and in cooperation with the French Embassy in Lithuania, the French Law Centre of the Faculty of Law of 91桃色 organised a series of events aimed at discussing topical issues and strengthening academic and scientific cooperation between universities.
An interdisciplinary debate "Ecological Transition: Climate Change and Justice" opened this series of events.鈥疶he guest panellists - scientists and experts - represented the fields of climatology, climate change law, environmental psychology and philosophy, communication, and European Union policy.

Virtual international conference and discussion 鈥淭ime for Justice: Ukraine's Proceedings against Russia before International Courts鈥 was organized by Vilnius university, Faculty of Law and Newcastle university.
By taking legal actions against grave violations of international law, Ukraine initiated proceedings against Russia before all major international courts, including the International Court of Justice and the European Court of Human Rights. The International Criminal Court has also launched an investigation opening the door for individual criminal liability for international crimes.
The workshop aimed at looking into these judicial proceedings and analysing how international judicial mechanisms can promote liability for grave violations of international law under both the law on state responsibility and international criminal law.

Virtual International conference and discussion 鈥淭he European Convention on Human Rights as a Tool for Legal Education of the Public in the Context of Growing Importance of the Rule of Law鈥 was organized by Vilnius university, Faculty of Law, the Constitutional Court of Lithuania, and the Judicial Council.
President of the European Court of Human Rights (ECtHR), Robert Spano, came on a visit to Lithuania in late April. During his visit, the President of the ECtHR visited 91桃色 (VU) where a roundtable discussion under the title 鈥淭he European Convention on Human Rights as a Tool for Legal Education of the Public in the Context of Growing Importance of the Rule of Law鈥 was held. The visit was organized by the Ministry of Justice in cooperation with the Constitutional Court and the Judicial Council.
The COVID-19 pandemic, the migrant crisis on the border with Belarus and the war in Ukraine 鈥 all these cataclysms were accompanied by an increase in disinformation in the public sphere, a rise in populism, and a myriad of insinuations, speculations and manipulations concerning issues of human rights protection.
The discussion was attended by guests from the European Court of Human Rights: President Robert Spano, Judge from Lithuania, Egidijus K奴ris, Deputy Registrar, Abel Campos, as well as Lithuanian legal experts: Danut臈 Jo膷ien臈, President of the Constitutional Court, Lyra Jakulevi膷ien臈, Dean of the Law School at Mykolas Romeris University and Tomas Davulis, Dean of the Faculty of Law at 91桃色. The discussion was moderated by Karolina Bubnyt臈-艩irmen臈, representative of the Government of the Republic of Lithuania at the European Court of Human Rights.

The 10th International PhD Seminar was organised by The European Criminal Law Academic Network (hereinafter, ECLAN) and the Department of Criminal Justice of the Faculty of Law of 91桃色 on European Criminal Justice bearing the title 鈥淚nfluence of EU Criminal Law on the National Systems of Criminal Justice鈥.
This was the second time in a row where the ECLAN seminar was organised in Lithuania with the help of joint effort of ECLAN and the members of the Department of Criminal Justice of the Faculty of Law. The ECLAN seminar provided an invaluable opportunity for future researchers to share their research and receive feedback from recognised legal experts.
This year鈥檚 Seminar was specifically dedicated to the Influence of EU Criminal Law on the National Systems of Criminal Justice; its content, tendencies, and prospects. The 10th ECLAN PhD Seminar opened an opportunity to reflect on the development of EU criminal law over the last decade and to discuss the challenges that lie ahead. Topics of relevance for this PhD Seminar included, inter alia, the rule of law, cross-border legal cooperation in criminal matters, mutual recognition instruments and institutional framework, issues related to EU substantive criminal law, the launch of the European Public Prosecutor鈥檚 Office (EPPO), recent trends in the case law of the Court of Justice, and rights of defendants and victims in criminal proceedings.
The Seminar panels were moderated by recognized criminal law professors and ECLAN committee members (Prof. Dr Anne Weyembergh (l鈥橧nstitut d鈥櫭﹖udes europ茅ennes de l鈥橴niversit茅 libre de Bruxelles), Prof. Dr Katalin Ligeti (Universit茅 du Luxembourg), Prof. Dr Robert Kert (Universit盲t Wien), Prof. Valsamis Mitsilegas (University of Liverpool), Prof. Habil. Dr Gintaras 艩vedas (Vilnius university). Meanwhile, presentations were given by the PhD students conducting their research in various criminal law and political fields from Poland, Portugal, Austria, Spain, Germany, France, Latvia, and the United Kingdom, as well as a doctor of social sciences from Belgium.

International conference 鈥淭he 30th Anniversary of the 1992 Lithuanian Constitution and Constitutional Challenges in the 21st Century鈥 was organized by 91桃色, Faculty of Law.
This Conference was held to mark the 30th anniversary of the Constitution of the Republic of Lithuania. Scholars and practitioners in the field of law from Lithuania and other countries read their reports which focused on the Constitution of Lithuania and Constitutions of other countries, and jurisprudence of constitutional courts. Assoc. Prof. Dr Haroldas 艩ink奴nas, the Dean of VU Faculty of Law and Prof. Koen Lenaerts, the President of the Court of Justice of the European Union opened the conference by delivering opening addresses. They emphasized the importance of the Constitution and meaning of its values in a democratic state and society.
Scientists from Slovenia, Germany, Poland, Latvia, Ukraine, Austria and Lithuania presented some of their research results concerning the problems of interpreting and protecting constitutional human rights, and the role of the Constitutional Court of Lithuania in protecting human rights. Part of reports analyzed constitutional experience. Scholars talked about the constitutional crisis in Poland, the challenges in the field of law which appeared during COVID-19 pandemic, and the constitutional jurisprudence of the Constitutional Court of Germany. They compared the Constitutions of Lithuania and Latvia, and analyzed the importance of the Constitution for the national security of the state.

Research on the challenges that new technologies and artificial intelligence imply to the criminal law, criminal process and execution of punishments, problems of international and EU legal acts, Criminal Code, Code of Criminal Procedure and Code of Punishment Execution and application of the laws and other legal acts, related to them, jurisprudence of national and international courts, and, also, factors and tendencies of penal politics in Lithuania was developed and academically motivated recommendations and publications were prepared.

Activity Research Group Projects funded by the Research Council of Lithuania.
The aim of this scientific research is through the analysis of complex nature determine whether the Special Part of the Criminal Code of Lithuania during 15 years of its validity has retained its systematicity. The subject of this investigation is the Special Part of the Criminal Code of Lithuania. This scientific research will include the study of the amendments of the Special Part of the Criminal Code of Lithuania, their legal technique, trends and influence on the application of the act. Moreover, the influence of the international law, European Union legal acts, also other branches of law on the growth and innovation of the Special part of the Criminal Code of Lithuania will be explored. In addition, the aim of the project is to investigate the legislative electiveness of the Special Part of the Criminal Code (further 鈥 also CC); to identify the main conflicts of law; to identify the main points of contact between the Criminal Code and the Code of Administrative Offenses; to formulate the main tendencies and directions of development and changes of the Special part of the Criminal Code.

Alternatives to Imprisonment in Post-Soviet States (2021鈥2024) Prof. Habil. Dr G. 艩vedas, Dr J. Levon
The project is funded by Lithuanian-Polish call 鈥淒AINA2鈥 and administered by the Lithuanian Science Council.
The general objective of the project is to provide an answer to the following two-fold question 鈥 why there is still such a difference between prison rates in the West and the East of the continent and how we can regulate sanctions and other measures in Central & East European countries in order to close this gap and comply with the European standards. The project鈥檚 specific objectives are as follows:
- to conduct a comparative legal and statistical analysis of the current criminal policy on imprisonment and alternatives to detention in a group of Eastern European states (Estonia, Slovakia, Romania, Poland and Lithuania),
- to conduct a comparative legal analysis of the compliance of the national legislation with the Council of Europe and European Union standards on deprivation of liberty and alternatives to detention,
- to identify the best possible practices on alternatives to detention in order to close the gap between the West and the East of Europe,
- to develop conclusions on best practices and recommendations in order to inform relevant future criminal policy and criminal law making.
The results of the project will be presented at the final conference in Warsaw, Poland.

The Postdoctoral fellowship project is funded by the Lithuanian Science Council.
The project objectives are as follows: 1) To examine the convergent validity of the START:AV with OASys within samples of young adult convicts between the age of 18鈥21 and 22鈥24; 2) To investigate the significance of identity formation aspects (e.g., commitment, indepth exploration and reconsideration of commitment), psychopathology and adaptive functioning in relation to risk and protective factors of young adult convicts; 3) To assess the accuracy of the following adverse outcomes of young adult convicts within the period of three months of their imprisonment: Violence, Non Violent Offenses, Substance Abuse and Unauthorized Absences; 4) To examine the predictive accuracy of Risk and Protective factors, psychopathology and adaptive functioning (ASR) identity formation for the above mentioned adverse outcomes of young adult convicts with respect to age differences.

Projects Supported by the University Budget
Effective Operation of Private and Procedural Law under Extraordinary Social, Political and Economic conditions (2022鈥2024), Prof. Dr T. Davulis
Research on the execution and regulation of the legal regulations of new business forms and possibilities to digitalize them, problems of national and EU legal acts on civil law, civil process and analysis of labor law and jurisprudence of national and international courts, and, also, the new tendencies of legal regulation of private law in the digitalization era was developed and academically motivated recommendations and publications were prepared.
Challenges and Opportunities for the Legal System under Conditions of War: Ukrainian Case
The project was carried out under the leadership of Prof. Dr T. Davulis and Dr L. Gaspar臈nien臈, including researchers from Ukraine temporary working at the Faculty of Law: Dr T. Blashchuk, Assoc. Prof. Dr N. Filipenko, Assist. L. Timofieieva, Jun. Researcher M. Muzychuk, Prof. I. Hloviuk, Assoc. Prof. A. Lapkin, Prof. I. Spasybo-Fateyeva, Lect. S. Glotov, Prof. Dr O. Shcherbaniuk, and others; it was partly funded by the program of the Research Council of Lithuania and was initiated as a special measure to fund research activities of Ukrainian researches in Lithuania.
Many segments of law, including human rights protection, international cooperation, crime, victimology, human rights and criminal justice, intellectual property law and real property law, tax law, personal inalienable rights to life, health and health care will be comprehensively analyzed in the context of martial law. The research is relevant in today鈥檚 context; moreover, the topicality of the themes is increasing due to rapid geopolitical and geo-economic changes in the world and the European region. The research is, therefore, contemporary and timely.
The research project deals with the studies that opened the prospect of further explorations in the field of searching for the meaning of law, level of legal response, and ways to increase the effectiveness of theory and practice under conditions of war and after the war. Moreover, it is extremely important that this scientific impact is connected with a steady trend of European integration of Ukraine. Special attention is given to the harmonization and approximation of the current Ukrainian legislation with the European norms and compliance with the case law of the European Court of Human Rights (ECtHR) and European court of Justice (ECJ) as well as with the EU acquis. These aspects are extremely significant because of the EU decision of June 23, 2022, to grant Ukraine the status of a candidate for accession to the European Union with certain requirements. The conclusions and proposals of this research will be formulated in compliance with analysis of domestic and foreign scientific background aimed at contributing to the improvement of legal norms and practice, as well as their use in further scientific research.

The project aims at a better enforcement of claims through better procedures, case-handling and cooperation in cross-border disputes. It tackles the Brussels Ia Regulation and the Regulations on the European Enforcement Order, the European Small Claims Procedure, the European Payment Order and the European Account Preservation Order and their implementation in national procedural law in the following seven Member States: Belgium, Croatia, France, Germany, Italy, Lithuania and Luxembourg. The interaction of the above-mentioned EU and national rules signifies a major weakness of the system, making it difficult for practitioners, and even more for consumers and businesses, to be aware of the mere existence and practical functioning of the available mechanisms.

The aim of the Project is to carry out a research into the relationship between labour demand and supply during the period of the COVID-19 crisis in terms of the employment and social support policy measures. The Project also aims at developing methodologies and administrative mechanisms for the implementation of the above-mentioned measures to work with recipients of the unemployed social benefit in Lithuania, providing recommendations on improving the Social Support Registry Data System (SPISS), and developing a vacancy registration and employment platform for employers' associations, thus ensuring a higher compatibility of the labour force demand and supply both during the pandemic and the post-pandemic period.

The project focuses on the work of the platform staff (also called 鈥済ig鈥, 鈥渙nline platform鈥, 鈥渙n-call鈥) and exercising their social rights. The key feature of the work is absence of an employment contract which means that no laws to ensure decent work conditions and payment for work are applied, i.e. the terms regarding one鈥檚 periodic income, working time, leave are not established. Although in terms of the content of the employment relationship these employees are subordinated to the platform, the relationship is called disguised. The project is intended to complement the research of the traditional forms of employment and social security of the employees in Lithuania with the relevant component of the platform employment.

The aim of the project is to present and disseminate the best doctrinal achievements in the field of the science of law in Lithuania and the results of national scientific research.
Individual Constitutional Complaint in Lithuania: The New Constitutional Institute as an Effective Tool for the Protection of Human Rights and Freedoms (2020 09鈥2022 08) The postdoctoral fellowship project is funded by the Lithuanian Science Council. The aim of the project is to analyze whether the Lithuanian constitutional complaint model (as well as other measures) ensure that this institute is an effective tool for the protection of human rights (i.e., whether it meets the expectations of the Lithuanian society and the legal community, and whether it covers the possibilities of the legal system and the trends observed in the European countries), to identify problematic aspects of the constitutional complaint model and provide suggestions on how the legal regulation establishing the constitutional complaint model should be improved. In addition, the project aims at producing recommendations on other measures that can increase the effectiveness of this institute.

The aim and expected result of the project is carrying out a systematic investigation into the possibilities of restricting the freedom of economic activity of a person enshrined in the Constitution of the Republic of Lithuania, taking into account the principles of the green economy formed by the EU and analyzing them from the interdisciplinary, comparative, economic and legal point of view (i.e., to identify the problematic aspects and provide recommendations on the application of possible measures that can ensure the equilibrium between the values under analysis).
鈥淨uasi-impeachment鈥 Procedure in Lithuanian Local Government (2022鈥2023) The project is sponsored by the Research Council of Lithuania. Prof. Dr J. Pau啪ait臈-Kulvinskien臈, the master student R. Urbanavi膷ius
The research aims at examining the issue of the legal peculiarities in a case of quasi-impeachment concerning a local municipality on the basis of the jurisprudence of the Supreme Administrative Court of Lithuania, where the key request is to make a conclusion whether a member of the municipal council or the mayor has possibly broken the oath. Besides, the research aims at examining in detail all 14 appeals to the Supreme Administrative Court of Lithuania in order to reveal the institutional and procedural aspects of the implementation of quasi-impeachment in local municipalities that are debatable in court practice, and assessing whether appealing to the Supreme Administrative Court of Lithuania, especially in cases of this category, implements the public interest or addresses certain political or other issues.
Challenges of Technological Innovation to the Principles of Legal Liability (2020 09鈥2022 08) The postdoctoral fellowship project is funded by the Lithuanian Science Council. The project manager is Prof. Habil. Dr G. 艩vedas, the project is being carried out by Dr J. Baltrimas.
The project focused on how law adapts to technological innovation in the field legal liability. The title 鈥淧rinciples of Legal Liability: Challenges by Technological Innovation鈥 reflects these three elements and puts emphasis on the principles, which include principles in the strict sense, as well as, the principles on legal jurisdiction, culpability, criminalization, concept of liability and others. The fields of intellectual property rights, questions on the functioning of sharing economy, limits on freedom of expression and other fields in the context of technological innovation are relevant for the project. The plan of the research included analysis of judicial cases and particular legal issues concerning disputes with innovative technologies. The final third segment of the research segment combines theoretical analysis with the expected outcome regarding instruments of legal reasoning. Final results attempt to give an explanation on how particular instruments of legal reasoning function when facing legal issues related to technological innovation. Intended aspects for these results are the costs and benefits analysis and new developments of theoretical models for principles of legal liability. Final results of research were published in a monograph and two peer-reviewed papers.

This COST Action explores theoretical and practical challenges posed by the online context to the protection of human rights. It examines the role of national governments and private online companies. It attempts to find out whether private Internet companies provide comparable protection of human rights online in comparison with judicial institutions. It also examines the potential role of artificial intelligence. The main objective is to propose a comprehensive system of human rights protection online in the form of policy suggestions for private assessment of online content.

The aim of the project is to carry out the scientific research in order to evaluate whether the increasing citizens鈥 constitutional consciousness 鈥 as the main basis of constitutional patriotism 鈥 may create an alternative for creating a European identity. The task requires answering the following questions: 1) whether the constitutional consciousness covers solely positivistic constitutional principles or it may also cover dynamic legal interpretation that serves the social integration of certain values; 2) whether it is practically possible to strengthen the citizens鈥 sense of empowerment by increasing their participation in democratic institutions and by undertaking activities in order to base the constitutional consciousness not only on written rules and principles, but also on values that may be considered universal; 3) whether the constitutional patriotism may be transferred from a national to the European (Union) level.

Sustainability and Technology Challenges in Public Administration and Court Proceedings. Arqus Research Twinning visit (2022 09) The Project was carried out by Prof. Dr J. The project was funded by the Arqus Alliance and included a visit to Graz University (Austria). The recent results and breakthroughs in the international scope and interdisciplinarity of legal research that had occurred at Austria鈥檚 second largest law school were introduced at joint meetings with the Dean of the Graz Faculty of Law (REWI) Prof. Dr B.A., LL.M. Christoph Bezemek and Vice-Dean Prof. Dr Bettina Nunner-Krautgasser. Besides, the project included a visit to the UNICORN, a port of start-ups and innovations, where joint scientific and business projects are implemented. The meeting with the head of the 鈥淐limate Change鈥 centre Prof. Oliver Ruppel and his team of doctoral students addressed the challenges of environmental protection in the field of energy and the issues of resolving disputes in the field of environmental protection. The meeting with the supervisor of the 鈥淪mart Regulation鈥 project, Prof. Dr J. Zollner, included a discussion on challenges of conducting interdisciplinary research in law and other fields, as well as ways of cooperation with economists, psychologists, engineers, and doctors in jointly conducted scientific research projects.

The Transnational Administrative Law Network (R茅seau du Droit Administratif Transnational) is a bilingual (French/English) international research network. For a number of years, it has been fostering academic activities investigating the legal issues arising from the so-called 鈥渢ransnational administrative situations鈥, i.e. administrative situations where two or more legal systems interact with each other. These situations have considerably increased quantitatively over the past fifty years as a consequence of the increasing circulation of people, goods, services and capital across jurisdictions all over the world. These situations also have become extremely complex and challenging for the individuals who face the issues arising from such transnational administrative situations.
EU Environmental Principles and Scientific Uncertainty before National Courts 鈥 the Case of the Habitats Directive (together with the University of Helsinki (Finland), Maastricht University (the Netherlands), and European University Institute (Italy))(2020鈥2023) The Project was carried out by Prof. Dr J.Pau啪ait臈-Kulvinskien臈, Assoc. Prof. Dr I. 沤vaig啪dinien臈
This comparative project explores the dynamics of how courts across Europe and beyond understand and analyse scientific information on conservation of nature. The Habitats and the Birds Directives - the core of EU nature conservation law - are usually seen as the most uniform parts of EU environmental law. This project analyses the case law from 11 courts of current and former EU Member States and explores the dynamics of how and why they arrive at a different understanding of scientific uncertainty on the one hand, and EU environmental principles on the other hand.
The scope and depth of the review carried out by courts, access to scientific knowledge, and scientific literacy influence such decisions as does their interpretation of norms and principles. How have the courts evaluated scientific evidence encompassing its essential uncertainties? This project provides an answer to this question as well as to many other questions pertinent to EU environmental law, comparative environmental law, administrative law, and STS studies.
In Lithuania, administrative courts are the ones that cover the legality review of administrative decisions, including those in the field of environmental protection. In carrying out the review of these decisions, a proper balance between the discretion of public administrative authorities and the discretion of review granted to the courts has to be ensured. The project analyses the scope and intensity of judicial review conducted by Lithuanian administrative courts (including the aspects such as the limited control of administrative discretion, the active role of a judge in the evidence gathering phase as well as the role and position of expert witnesses) and unfolds the issue of scientific uncertainty in the environmental case law.

Project on 鈥淩eforms of Administrative Judiciary in the Countries of Young Democracy鈥 with Lodz University, co-financed by the Minister of Science and Higher Education of Poland within the Perfect Science, a Supporting Program of Scientific Conferences (application number DNK/SP/466648/2020) (2020鈥2022) Prof. Dr J. The project deals with a comparative legal analysis of the directions of reforms of administrative courts in selected countries of young democracy (Poland, Czech Republic, Hungary, Croatia, Serbia, Lithuania, Ukraine, Georgia and Kazakhstan) referring to the patterns developed in the old European democracies, mainly in Austria and Germany. The analysis focuses on three thematic areas: 1) contemporary challenges of the rule of law and administrative justice, 2) the trends of changes in the national systems of administrative justice, 3) the future of administrative jurisdiction in the countries of young democracy. Therefore, common stages of development of the administrative jurisdiction in these countries are different: from the constitutionalization of the rule of law (Level 1) to the autonomy of administrative court proceedings (Level 2) up to the level of the current extremely difficult challenges which are not only of a procedural nature (Level 3).
The results of the project were presented at the International Scientific Conference 鈥淩eforms of Administrative Judiciary in the Countries of Young Democracy鈥 which took place on June 10 and 11, 2021, at the Faculty of Law and Administration of the University of Lodz in Poland. The conference was organized by the Chair of Administrative Procedural Law and Administrative Jurisdiction and was held under the Patronage of the President of the Central Administrative Court of Poland.
