Projects Supported by University Budget

Challenges to Democracy in Postcommunist World. Prof. A. Jokubaitis. 2010鈥2013.

The research in 2012 focused on two questions. First, the aim was to investigate the normative assumptions of contemporary political order and life. Second, the national elections and related electoral campaign directed the research to focus on the main actor of democratic politics 鈥 political party and the development of party and electoral politics in Lithuania.

Political Transformations in Eastern Europe. Prof. R. Lopata. 2010鈥2013.

The research in 2012 continued the analysis of EU-Russian relations and its implications for the regional security, with a particular emphasis on the development and future perspective of Lithuanian-Russian relations.

Public Policy Process and Development of Public Administration in Lithuania after the EU Enlargement. Doc. V. Nakro拧is. 2010鈥2013.

The research in 2012 was directed to the questions, related with the interrelationship between bureaucracy and politicians and focused in particular on the issues of political patronage and the factors which can explain the varying levels of the so-called 鈥渟tate-capturing鈥.

Projects, Programmes, Issues Supported by the Lithuanian Research Council

History Policy as a Factor of Nation and State Building. Prof. R. Lopata. 2010鈥2012.

The aim of this project is to analyse and critically evaluate the current state of Lithuanian history policy as well as to provide the guidelines for its future development to correspond with the needs of Lithuanian endurance and further advancement in the age of globalisation.

The Anthology of Lithuania's Political Thought. Doc. A. Jankauskas. 2011鈥2013.

The aim of this project is to prepare and publish the Anthology of Lithuania鈥檚 political thought which would include the most significant sources of Lithuania鈥檚 Political Thought since the times of the First Republic of Lithuania until the re-establishment of the independent state in 1990. The goals of the project are such: - to analyze and summarize Lithuania鈥檚 political thought during different historical periods, identifying the most significant and most relevant creators of Lithuania鈥檚 Political Thought and their works to the contemporary reader; -to prepare and publish the Anthology of Lithuania鈥檚 political thought, according to the analysis made; -to study and summarize the previous research on Lithuania鈥檚 Political Thought; - to gather the researchers of Lithuania鈥檚 Political Thought for organizing the series of seminars called The Heritage of Lithuania鈥檚 Political Thought and preparing the course for undergraduate students of political science named The History of Lithuania鈥檚 Political Thought.

The Politics of History as a Source of Geopolitical and Geocultural Identity. Prof. R. Lopata. 2012鈥2014

The goals of the projects are as follows: 1) To investigate and evaluate the geo-political factors (Poland, Belarus, the Russian political history, the historical discourse of the EU) of the Lithuania鈥檚 historical identity, their interactions and tensions; 2) To investigate and evaluate the interaction between the political and historical consciousness, historical memory, reconstructing the defining discourses. The expected result of the project is to provide recommendations on public policy in the history of development, taking into account the defining historical memory by influencing the political and geopolitical factors.

Invisible Society of Soviet-Era Lithuania: the Revision of Distinction between Systemic and Non-Systemic Social Networks. Doc. A. Ramonait臈. 2012鈥2014.

The major goal of the research is to conceptualize and determine the underlying distinction between informal social networks that cohabitated and reproduced (post)totalitarian communist system, and social networks that generated alternative social life worlds and were poorly tolerated by the state. The distinction will be based on the empirical analysis of the informal societal micro-structure in Lithuania during the Late Soviet era. The research tests the following hypothesis: the distinction between two types of informal social networks derives from the difference between 鈥渘egative鈥 (corruption and clientelism-prone) social capital and 鈥減ositive鈥 social capital (contributing to the development of civil society and efficient institutional performance), presented but underdeveloped in the academic literature.

Lithuanian National Electoral Study. Doc. A. Ramonait臈. 2012鈥2014.

The aim of the project is to build the empirical and methodological foundation for long-term systemic Lithuanian people鈥檚 political behaviour research to determine the Lithuanian public political behaviour characteristics and factors in 2012, as well as summarize their transformation during the 20-year period of multiparty elections in Lithuania during the election process. During the time of the project for the first time systematic insights will be made onto the Lithuanian population鈥檚 20 years of electoral behaviour trends and their transformation assumptions placed empirical and methodological foundation for long-term systemic Lithuanian people鈥檚 political behaviour research and international comparative studies (the voter database) in 2012 election analysis to test new methods of Lithuania (Panel Survey). The study seeks to determine whether and to what extent the Lithuanian citizens鈥 electoral behaviour is possible to interpret on the basis of party identification and whether social, economic voting, voting problematic theories of the impact of citizens' preferences makes strategic political communication.

History of Lithuania to EU Citizens. Prof. A. Eidintas, Prof. R. Lopata. 2012.

Due to Lithuania鈥檚 preparation for EU Presidency in 2013, the Ministry of Foreign Affairs appealed to the country's history experts to draw up a concise, easy to read treatise on the history of Lithuania based on criteria of truth and openness. The book presents the history of Lithuania from the beginning of its statehood until 2004. A pure objective approach on the most pressing issues of Lithuanian history is presented in the book. The book was published by 91桃色 Press.

Ordered Research Projects

The Research of Lithuanian-Polish Relations (with Public Policy Institute in Warsaw and the Foundation of Bronislaw Geremek). 2012.

The aim is to provide an independent and impartial report of attitudes and opinions of both Lithuanian and Polish population concerning the political relations of the two countries. Report will be based on the public opinion polls in Lithuania and Poland, survey and interviews of national minorities, interviews with experts, politicians, diplomats and journalists.

International Science Programmes and Projects

COST project: the Actual Voter: the Electoral Democracy鈥檚 Analytic Strategy, Including Continental West, South and East. Doc. A. Ramonait臈. 2009鈥2013.

The main purpose of the project is to improve the material assumptions and scientific expertise of analysis of efficiency of electoral democracy in Europe. These assumptions will be enhanced by identifying and integrating the national electoral behaviour databases. Research objectives: 1) to overview countries of different electoral behaviour research tradition, to identify and compare research results and strategies; 2) to assess the comparability of national election surveys; 3) to develop a unified theoretical model of electoral behaviour and the research program.

The research in 2012 was directed towards further explication and critical analysis of theoretical assumptions, governing the study of international politics, as well towards the assessment of the impact of political upheavals in the Middle East on global politics and international security.

The research in 2012 continued the analysis of EU-Russian relations and its implications for the regional security, with a particular emphasis on the development and future perspective of Lithuanian-Russian relations.

Projects, Programmes, Issues Supported by the Lithuanian Research Council

Russia鈥檚 Search for Identity and Political Practice, 19902010. Doc. D. Jakni奴nait臈. 2011鈥2012.

The goal of the project is, first, to analyse the variety and rivalry of identity discourses in the new Russian state in 1990-2010 m., second, to reveal how this constant conceptualization is manifesting itself through political practices and contributes to the formation of the contemporary politics. Instead of unitary depiction of Russia (e.g. as 鈥渘ew empire鈥, 鈥減ost-totalitarian state鈥) the project seeks to demonstrate how different actors participate in the process of Russia鈥檚 identity representation and how different ways and means are used in creating these representations, thus showing the inconsistencies, breaks and variety of the newly created and modified identity discourses.
The Factors of the Stability of Belarusian Regime and Trends of Its Change. Dr. J. Neliup拧ien臈. 2012鈥2014.

The project is aimed to analyze and determine assumptions of the continuity of Belarusian regime. Those insights would allow assessing the status and the trends of change of the relations between Belarus and neighbouring countries, including Belarus and the European Union. The project will examine the internal factors and assumptions of regime stability: both subjective (personal, nongovernmental institutions influences and emotions) and objective (political practices, institutions), which ensure the long life of the political regime through settling political institutions (such as social, health, education, defence and security, economic and financial management, energy systems) and social norms (national identity and loyalty to the state distinction, the cultural policy). External factors (such as the EU鈥檚 Eastern Neighbourhood Policy and the concept of sanction, global economic trends and energy market dynamics, Russia鈥檚 foreign policy changes in the trend) will also be assessed in order to determine the vulnerability of political regime stability in Belarus.

International Science Programmes and Projects

Russia and the Wider East Central Europe: a Fundamentally Transformed Relationship. Prof. Andrei Zagorski (Moscow State Institute of International Relations). 2011鈥2012.

The overall goal of the project is to facilitate dialogue and mutual understanding between Russia and East Central European (ECE) countries in addressing bilateral and regional issues of common interest and concern. The project applies an extended rather than a narrow definition of the region and seeks to address relations of Russia with the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and Slovakia.

The Nordic Baltic Small States: Perceptions on Economy, Security and Identity in an increasingly regionalized Europe. Dr. M. Jurkynas, Dr. M. 艩e拧elgyt臈. 2011-鈥013.

The main objective of the project is to establish a strong research network for the Northwest and Baltic states. It will aim at building up an all-round academic expertise on the themes presented and create a multi-purpose network between the participants. Through the seminars and workshops the network will aim to produce a number of peer reviewed articles in relevant scientific journals like Cooperation and ConflictScandinavian Political Studies, European Journal of International Relations, International Affairs, Review of International Political Economy, Security Studies and International Studies Quarterly, and an anthology to be published by an international publisher. Moreover, the network offers a forum for the extension of small states research and study to the small autonomous entities of the West-Nordic region 鈥 Greenland and the Faroes 鈥 in particular. Furthermore the project aims at strengthening ties with the Baltic States.

The Development of the European Union after the Lisbon Treaty: The Problems of Economic Integration, Political Consolidation and External Relations. Prof. J. 膶i膷inskas. 2010鈥2013.

The research in 2012 covered the following questions: a) the impact of the EU membership on the polity and policy of Lithuania, or the so-called Europeanization, and b) the domestic and external factors which constrain or enhance the capabilities of a small country to exploit the potential related with the presidency of international organizations.

Public Policy Process and Development of Public Administration in Lithuania after the EU Enlargement. Doc. V. Nakro拧is. 2010鈥2013.

The research in 2012 was directed to the questions, related with the interrelationship between bureaucracy and politicians and focused in particular on the issues of political patronage and the factors which can explain the varying levels of the so-called 鈥渟tate-capturing鈥.

EU Lifelong Learning Programme: Erasmus Academic Network LISBOAN. 2010鈥2013.

Aiming at promoting excellence in teaching EU studies LISBOAN has the primary objective to bring together academics involved in research and teaching on the Lisbon Treaty in order to overcome persisting disciplinary and geographical divides in EU studies.

Improvement of Professional Qualifications of the Lithuanian Civil Servants Representing the Interests of Lithuania in the EU. Doc. K. Maniokas. 2011鈥2012.

The purpose of the project is to improve qualifications and capacities of civil servants representing the interests of Lithuania in the EU in the areas independent of the person鈥檚 specialisation.
Project Objectives: 1. To organise training designed for improving knowledge in the EU area of civil servants representing Lithuania鈥檚 interests in the EU; 2. To organise training designed for building civil servants鈥 capacities relating to the representation of the interests of Lithuania in the EU; 3. To consolidate civil servants鈥 qualification improvement institutions.
